Printed Papers Delivery Director Faces Post Office Charge

Isaac Hewitt, director of the Printed Papers Delivery Company, was summoned to answer to four counts alleging illegal delivery of letters and packets under the post office monopoly. He pleaded guilty but argued the items were printed circulars, not letters, and sought the magistrate’s ruling on the act. The post office solicitor cited the law granting exclusive conveyance of letters and noted penalties for noncompliance, detailing Hewitt’s receiving houses and a circular offering rapid distribution of printed materials within three miles of a post office. Hewitt claimed ignorance of the law and asked the court to accept that parcels of printed matter could not be treated as letters under the act.
