Inperior Parliament debates on Chancery reform with Lyndhurst citing Ireland’s petitioning procedure and costs, and on India public works stressing irrigation canals and revenue prospects. Lords discussed committee prospects on income tax and a Papal Aggression bill with amendments and debates on penalties and church unity.
The Commons committee on the income tax discussed extending a May resolution to limit the tax for one year to study its nature. Members including Mr Hume and Mr Horsman debated whether the alleged inequalities and injustices could be removed and if a special committee should be appointed to inquire further.
Tuesday turnout low left the house adjourned. Wednesday, Viscount Melgund moved to second reading of a School Establishment Scotland Bill proposing secular and religiously neutral public schools funded by local rates. Debate featured Mackenzie opposing severance with the church, Hum supporting secular scope, and Lord John Russell defending mixed instruction. bill lost 124 to 127 as the house adjourned.
Thursday session in the House featured a split committee vote on the St Albans Bribery Commission Bill with Stuart opposing the report and moving to eject the chair. The Metropolitan Water Supply bill faced an amendment for competitive bidding and potential monopolies, as Mr. Cochranes proposal was withdrawn and six months postponed, with critics arguing current water quality and costs harm the metropolis.
