Frosted London ice trials drew crowds as Kensington Gardens skaters thrived. In St James's Park an ice collapse near the island caused four youths to drown. Royal Humane Society ice-men rescued two, others died. Coroner's inquest called for more police in parks to deter risky skating and enable quicker rescues.

Penny Postage Celebrated Across United Kingdom Press Voices

The Penny Postage measure is hailed by provincial papers and urban editors alike as a boon to trade and learning. Leeds, Manchester, Dublin, and Edinburgh papers praise reduced rates, broader literacy, and social links, while critics warn of tax revenue loss but concede broader benefits. The new system begins January 10 with limited hours and added fees for late mail at select offices.
