Legal Rights of the Poor in London Poor Law Debate

In Guildhall a heated inquiry into poor law administration is led by Deputy Pewtress and Commissioner Harvey. Reports show destitute and vagrant numbers taken by police from Dec 1839 to Nov 1840, with hundreds sent to the Compter, prison, unions, or hospitals. The report argues full relief is guaranteed by law, but misadministration by police, guardians, and magistrates leaves many destitute to suffer, urging strict enforcement and penalties for officers who fail to provide instant relief.
