Second Report on Criminal Law Select Committee Views

A lengthy critique of the Lords Select Committee on Criminal Law’s second report argues the document is unsatisfactory, noting its reliance on routine perspectives from magistrates, judges, gaol officials, and even foreign correspondents. It highlights findings on transportation versus imprisonment, prison discipline, solitary confinement limits, and juvenile reform, urging reform with emphasis on education, reformatories, and progressive probation rather than harsh punishments.
