The following Rules and Regulations relating to the Herring Fishery under the Fisheries' Commission Act of 1889 were passed by the Legislature, became law by Royal Gazette publication June 16 1891, and are now published for public information. R Bond Colonial Secretary Secretary's Office Nov 10 1891.
Rules govern herring barring in seines on Sound Island Placentia Bay. They set minimum seine length seventy fathoms, depth requirements, limits on duration, disposal of unfit herring, sharing catches, gear respect, and penalties up to one hundred dollars. Sanitary board may dispose spoiled herring. penalties recoverable by summary proceedings.

A Paris dispatch from Montauban reports that Madame Jesus of Mirabel died in childbirth after a fatal seizure. The coffin was opened when the undertaker noticed warmth in the tomb, revealing the woman had moved and struggled, later suffocating.
