On July 1 1891 parcel post to the United Kingdom and British colonies rides charges for parcels up to one pound at 18 cents and 12 cents per additional pound, with five and under weight limits for Canada. A warrant authorizes compensation for loss or damage, up to 240 dollars per parcel, with limits tied to postage and supplemental amounts. Final decisions rest with the Postmaster General J O Fraser.
