Exchequer double cheque debate shapes financial reforms
In debating new Exchequer arrangements the speaker opposes dual officers in one office arguing for direct control by principals. He warns two officials invite fraud and urges a distinct deputy role. Sir James Graham supports single cheque and personal Comptroller-General oversight, favoring efficiency over rigid double checks. The session also passes the Smuggling Act Amendment bill after trial-by-jury clause fails, and adjourns after a late-night sine die.
