London debates on a bill to commutate tithes across England and Wales. Lord Althorp outlines a fair, gradual system enabling tithe payers and incumbents to convert tithes into perpetual grain rents with valued meters, independent valuers, and yearly grain price records.
Tyerr Uggin’s patent double beaver hats praised as light durable waterproof headgear, claiming they resist color loss and avoid headaches. Sold by Duggin and Co at Newgate Street with caps and silk hats also offered. merchants and dealers receive liberal allowances.
In the Lords April 18 debate the Local Jurisdictions Bill seeks postponement while evidence is examined though the Chancellor notes it is not founded on that evidence. The Irish Jur ies Bill faces postponement for a duke’s attendance, amid influenza. Petitions against slavery and church reform are presented from many counties and parishes. The Stafford Election Bribery Bill gets second reading planned for Monday.
In the House of Commons on Aprit 18 a motion to form a committee on beer houses was moved by the Marquis of Chandos to explore better regulation rather than abolition. MPs cited 26 000 beer houses, concerns over pauperism, regulation gaps, and calls to place beer houses under public-house rules. The committee was appointed with Mr Clay and Mr Humphery named.
