Debe, prominent strike leader, was jailed yesterday for lack of bail set at six thousand dollars. The big strike is winding down though California still reports trouble. In Birmingham soldiers and miners clashed, leaving seven or eight dead and several wounded. London market reports near-empty stock exchange with foreign gold demand and hardening discount rates, no Bank of England movement all week. Silver remains in demand for India.

Cholera toll rises in Russia and Hangang factory fire

July 18 reports from Peru detail a Frenchman named Runge, a Plerola partisan, plotting to dynamite the warship La Lima with dynamite. Arrests followed. Authorities also say a broader plot aimed at exploding public buildings in Lima and Dallas was uncovered with wholesale arrests.

Government plans shift to gold payments and loans

The text outlines duties partly paid in currency then fully payable in gold or London drafts. Surplus duties add four million to conversion funds. If European funds exceed needs, drafts may be sold. Up to ten million dollars may be authorized to acquire metal. The government would lend to private banks, retiring notes, up to seventeen million, in exchange for fiscal notes payable in coin after January 1696. Banks pay three percent until repayment, and after January 1895 public salaries and pensions are split 50 percent in coin and the rest in currency.
