Brussels reports M P De Smet de Naeyer, the finance minister, has been appointed premier succeeding M J De Burlet who resigned the presidency of the council yesterday. De Burlet departs for Lisbon to assume Belgian ministerial duties in Portugal.
Special dispatch reports General Baldissera, not Pelloux, named at the last moment to lead Italian troops in Africa. Amid unclear reasons, the Abyssinian army reportedly moved to Adua after Mareb, as King Humbert plans to sail troops from Naples around February 28–29 to reinforce the African campaign.
A Shanghai despatch says Anhui troops at Kiangyinu, ninety five miles from Shanghai, mutinied recently. A magazine exploded killing 200 and wounding many. The troops killed their Captain and imprisoned the General awaiting death. Foreign instructors at Krangyin protected by Buanan troops. A repeat of the Hongkong outbreak reports numerous deaths. Three Russian naval officers were caught sketching forts at Hongkong and fined.
COLOSJIBLA Panama February 25 The Barclay Golden cleared yesterday for San Francisco minus the arms cases still held by the Colombian government awaiting disposal decision. Zeta and a few followers remain here and are expected to depart soon for Vera Cruz.
