Wheat Stabilisation Bill Debate Seeks Ten Year Plan
During the Wheat Bill debate Mr McEwen moved an amendment to withdraw and redraft the bill to stabilize the industry for at least ten years excluding the 1945-46 harvest. It proposed a guaranteed price basis of 5/2 per bushel, then a cost of production related minimum price with a profit margin, and an annual pool realisation with a stabilization fund contribution capped at 60 percent of excess realisation. It also called for government payments to support the scheme.

He urged growers to oppose the measure, noting forecasts of large losses and arguing that governments in other nations failed stabilisation schemes.
