Untitled fragmentary notice from late 19th century paper

Fragmentary OCR text shows a jumble of names, dates, and places. Readable items include references to a 18 month period, a military or public event, and mentions of a city or location names but the passage is heavily garbled and lacks a coherent narrative or clear action.
