Melbourne master plan outlines controls to curb sprawl
Mr. Jessop outlined interim development orders to guard the plan’s foundations and speed service delivery. He argued limiting outward growth would enable cheaper, quicker provision of water, sewerage, and roads, with 60,000 vacant blocks already having water and 30,000 with sewer yet 24,000 houses awaiting service. The plan would not freeze green belt land but would require Board permission to subdivide, aiming to curb land speculation and retain recreation spaces. The proposal, to be ready by next May and shown at Melbourne Town Hall, will be presented to Parliament in about 15 months.
