Growth of Russell Ontario Linked to 1878 Railway Plan
Survey work in 1878 allocated land for free homesteads, with even numbered sections open to settlers over eighteen and odd sections set aside for schools. Russell's townsite emerged after Colonel C. A. Boulton’s guidance, with Shell River names fading as the railway arrived in 1886. Russell incorporated as a village in 1907 and became a town in 1913 under Mayor E. M. Williams.
