Russell approves strict dog by law and pound plan
May 24 council unanimously passed a by law regulating pets in Russell. The act limits dogs to leash lengths, requires collars and licences, confines females in heat, bans dogs on school grounds, and sets pound rules with redemption fees and possible disposal after three days. The by law took effect May 12 and funding includes a town dogcatcher.
