Russell ponders development plan to boost regional trade
Development assessment presented to Russell officials by Terry Mobberly of RSM and A Ltd outlines a plan to transform Russell into a regional trade center. The 43 page report, funded largely by Enterprise Manitoba, proposes highway access upgrades, a new Main St facility, an integrated park and fair grounds, a newer trailer park, light industrial zones, and a courtyard business district. Expected annual revenues total 174200 with about 75 new full and part time jobs in the central business district. The report stresses capturing leakage of sales dollars and addressing Russell’s self image and resistance to change. The Mobberly Report was shared at a July 14 in camera meeting at the Russell Inn with local officials and Enterprise Manitoba director Stuart Webb in attendance. Total project cost is 11500 with 85 percent funded by Enterprise Manitoba. Town of Russell contributes 1225 and the Chamber 500.

Town council balks at development plan
At the July 16 meeting the council rejected a motion by Coune and Lynn Spurway to approve in principle the Commercial Development Assessment of the Russell Trade Area for lack of a seconder. The report by Terry Mobberly of RSM and A. Ltd. spurred debate over rescinding a grocery permit on Westbourne Ave to turn the site into parking. Spurway urged sending the report to Main St. businesses and the public while awaiting input from the Russell Chamber of Commerce. Mayor Langford warned some sections are controversial and require demolitions to implement.
