Premier Howard Paw delivers a Manitoba New Year message praising the past year’s progress, urging continued effort for a safer province and greater harmony in 1986. He expresses hope that Manitoba will advance in peace, prosperity, and communal well being throughout the coming year.
Andrea Low reports Russell RCMP have appointed Paul Cheney as staff sergeant replacing Jim Madrigga. Cheney, from Gillam Manitoba, praises Russell as a good environment for his two children while noting rising transient workers with the Limestone Project will challenge policing. He cites Gillam’s violent crime history and says Russell will focus on traffic enforcement. Cheney’s RCMP career spans Winnipeg Commercial Crime Division and posts in Elphinstone Gimli Headingley Portage la Prairie Toronto. He hopes to stay in Russell long enough to move into the new station planned for 1987.
The ALERT program began on December 7 and six nights of police stops found no impaired driving charges. Three drivers had six hour license suspensions while no one faced impaired driving charges. The program continues through the holiday season. Early December 2 a vehicle struck two parked cars in St Lazare. three vehicles were undamaged and a juvenile driver was charged in connection with the accident.

Pelly Trail school division approves a three percent salary rise for 1986 for teachers and administrative staff. The deal aligns with similar raises in Manitoba divisions. MTS Winnipeg reports city divisions settled two and three percent raises. Dauphin Ochre negotiations continue with a expected three percent final settlement. Joan Clement cites smooth talks and early settlements across Manitoba aiding the process. Jim Harris notes cooperative negotiations and timely agreement.
Canadian wheat growers grapple with drought and tight supplies pushing up high quality grain prices while overall world demand slows. The 1986 U.S. Farm Bill lowers loan rates, and Agriculture Canada forecasts a 5 to 10 percent price drop in 1985 86 and about 10 percent in 1986 87 as world prices ease.
