Manitoba and other provinces endorse an open skies approach enabling residents in underserved areas to access programming via satellite. Communications Minister Don Orchard says the move, discussed at Quebec City ministers’ conference, signals increased federal regulation and supports a planned Trans-Canada educational television network run by provinces with content and hardware shared with education authorities.
Manitoba researchers report lower spruce budworm counts in 1981. The study tracks damage to trees and egg counts to gauge future insect populations, with adults laying eggs on needles and larvae feeding on buds from late May to early June, affecting new growth.

Earl Swain, manager of the Royal Bank in Russell, is appointed president of the Beef and Barley Festival committee for 1981. Spence is vice president and Yelen Fosty treasurer secretary. The festival runs October 7 through 12 with entertainment for all ages.
At the February 16 meeting trustees reviewed minutes, rental questions, and a re tuned bus route. The superintendent noted an in service in Russell and curriculum committee activity in Rossburn. A half time para professional was approved for a large class. Linda Hunter will split duties with the Dept of Education. Special needs grants, autistic and blind student issues were discussed along with maintenance and finance.
An informal February 16 meeting at the Russell town annex revealed potential funding for a community commercial development plan in the Russell trade area. Stuart Webb of Enterprise Manitoba discussed a four phase program with Dale Brown Mayor Jim Langford and six downtown businessmen present.
