National levy urged to expand rural telecom access in Canada

Manitoba and Saskatchewan join federal calls for a new national fund to improve high level telecommunications nationwide. The plan would fund upgrades via a levy on phone companies, sparking concerns of higher urban rates while supporters cite northern and rural needs. Steve Ashton defends the plan as the price of living in a large diverse nation. MTS supports the levy if all providers contribute their share.
