MAST says consultation with the government on new collective bargaining legislation has stalled after a March 27 letter seeking clarity on which management issues would go to arbitration and how boards would manage resources under potential new rules. They fear spring enactment will lock in restraints, though officials insist the core problem is resource management not teacher pay.
Regulations in effect include a June 26 27 course offering led by Rod Nuttall for about 15 registrants in Russell Ontario. The program targets all ages with youth exams and a 36 question test, pass mark 75 percent, plus safety equipment rules and penalties administered by RCMP and MNR.
