The 1961 Census figures from Statistics Canada place Manitoba at the country’s lowest growth rate. Manitoba’s population rose by 0.5 percent between 1961 and 1976, with the national increase at 4,735, bringing Manitoba to 2,024,241 as of June 3, 1981. Officials cite lower birth rates, lifestyle changes, more women in the workforce, and aging in the population as contributing factors.
Manitoba Premier Howard Pawley indicates a possible rise in the five percent provincial retail sales tax to seven percent if needed to close a 250 million dollar deficit. He notes other taxes could increase but income or corporate tax would not be significantly raised. Finance minister Vic Schroeder and the cabinet will review all revenue options as budgets are prepared.
Transportation Minister Samuel Askin announces a 27,678 grant allocation under the Southern Manitoba Airport Assistance Program for 1981 82. Swan River Municipal Airport will receive 2,400 for a night VFR licensed facility with specific runway specs, aiding local operators.
Education Minister Maureen Hemphill announced a three year expansion of the English Ukrainian bilingual program for Grades 1 to 3 into Grades 4 to 6. The program has grown from six classes with 115 students in 1978 to 26 classes and 480 students this year, with research showing comparable or better English results and strong Ukrainian comprehension. The department will continue funding, curriculum support, and teacher training, while Manitoba Parents for Ukrainian Education Inc. raises funds for new materials. Health Minister Larry Desardins set the pharmacy dispensing fee at 4.80, effective April 1, under a 15 month agreement with the Manitoba Society of Professional Pharmacists, covering January 1, 1962 to March 31, 1968.
