Canada raises money through Victory Bonds payable in ten or twenty years to spread the cost of war rather than taxing all current expenditures. Buying bonds supports victory, keeps markets open for Canadian goods, and makes buyers financial partners in Canada’s war effort under the Victory Loan Committee and the Minister of Finance.
The Town of Rosetown adopts Bylaw 143 to authorize entering a cooperative agreement with Rural Municipalities of St Andrews Pleasant Valley Mountain View and Marriott to establish a Union Hospital under the Union Hospital Act. The bylaw details party responsibilities funding shares and procedures for withdrawal and continuation, the estimated costs and apportionment among municipalities, and authorizes officials to sign and execute the agreement as of October 1917.
An appeal is planned in the coming weeks to the Allied Relief Fund to procure seed and machinery for rehabilitating war devastated agriculture. The effort seeks generous contributions at the annual meeting to support the Une fund, with a note about a single appeal for aid.
