In 1917 the Flax Fibre Development Association formed in Regina seeks flax fibre use beyond linen, with Saskatchewan government support funding factory tests. Bramhall of Dominion Agriculture praised western flax twine samples, signaling growing demand for carload and yearly supplies as a $1,000,000 company forms on a cooperative model.
