Michener Report Under Study Proposes Provincial Spending Shift
Premier Duff Roblin notes Royal Commission on Local Government Organization and Finance study as very thoughtful. The report urges shifting social welfare health and education costs to the province with hospital planning and construction and would raise provincial costs by about 14 million in 1965 and 15.1 million in 1966. To fund this, a two per cent retail tax would start January 1 1965, shifting general tax burden from property owners. Manitoba and Alberta lack sales taxes.

Province to shift nine mill realty tax cut across province
The report estimates an average nine mill reduction in provincial realty taxes at the municipal level and urges municipalities and school boards to pass the saving to local taxpayers. The plan assigns about sixty percent of standard education costs to the province and details municipal responsibilities such as roads, utilities, policing, health, and local governance. A safety note warns tailgating can be fatal and urges keeping one car length per ten miles per hour.
