A test fill mound 55 feet high on the Shellmouth Dam site near Russell Manitoba provides foundation data. PFRA engineers monitor piezometers and gauges to shape a 4000 foot long dam 75 feet high storing 400000 acre feet of water re balancing flows. The project is a joint federal provincial effort with PFRA handling engineering and Manitoba constructing the diversion channel.
