White Men To Receive Independent Licenses In Skeena
A circular from F H Cunningham chief inspector of fisheries British Columbia invites white fishermen to suggest changes to license disposal in Skeena district. If 20 percent of bona fide white fishermen apply before March 15 the department will favor their independent licenses allowing sale to highest bidder. About 850 licenses exist mostly held by Japanese with ~600 Orientals last year. If 170 white independent boats are licensed before deadline, 680 boats will have fishing rights after, mainly Japanese, while independent fishers gain top prices.

G T P Contracts Move Toward Completion
J W Stewart of Foley Welch Stewart says the G T P line in central British Columbia will be filled with graders as sub contracts for the final 140 miles Fort George to Frazer Lake are awarded. Camps are being built and outfits moved from both ends. work ranges five to thirty miles per contract and rail service is hoped to start early in 1914.

Captain Kerr to Receive Carnegie Hero Medal
Captain Kerr, master of the steamer British Empire operated by the Northern Steamship Company, is to be awarded the Carnegie hero medal for a brave act on the steamer Princess Ena. He dived overboard nearly two years ago to save a sailor from drowning in five below zero conditions, both men suffering severe exposure.
