Notice on Subscriptions and Discontinuation Rules
The notice explains that subscribers must pay arrears or they will have their periodicals discontinued. If a subscriber moves without informing the publisher, or refuses to receive the papers, they remain responsible. Courts deem refusing delivery or moving without notice as prima facie fraud. If prepaid, subscribers must notify if they do not wish to continue, or shipments continue and arrears remain due.
