Manitoba school foundation program levy changes described
The Manitoba plan funds elementary and secondary education with 65 percent from provincial grants and 35 percent local levies. In 1967 local 35 percent used nine mills on residential and farm property and 33 mills on commercial property, raised by 4.1 mills in 1968. A shift to 70 percent provincial share could allow a 2.2 mill cutback for 1969, with extra costs covered by division levies.
