New Foundation Program Reworks School Taxes in The Pas
The Kelsey School Board estimates residential property will pay ten mills for this year’s budget, down 29 mills from last year, due to a new Education Foundation Program funded by a 5 percent retail sales tax. Commercial property will be taxed 34 mills. Despite the mill rate drop, the overall school budget rises by 249,000 dollars as the foundation shifts costs, and taxpayers await the townwide mill rate. The council started budget talks to finalize 1967 rates, with a nine mill residential and thirty three mill commercial foundation levy. If short, a special levy of 37,356 is allocated to the division, with one tenth against the Local Government District of Consol and the rest to The Pas, totaling 6,626 for The Pas this year. One additional mill would bring in just over 6,000. CONTINUED ON PAGE 10.
