Cecil Smith in the House of Commons urges a tax concession of 8 to 10 percent for workers in Northern Manitoba and northern Canada to offset high living costs. He cites 25 to 30 percent higher costs and says the measure could attract unemployed to move north and encourage current residents to stay as Bill C-49 amends income tax law.
