Sept. 25th, 1915.To all Indians entitled to allottmcnt on the Bad River or LaPointe Indian ReservationUnder act of Congress Dated Aug. 1, 1914Applications for allottment on the Bad River Reservation will be received at the office of the Superintendent in Ash and or *t the Indian Farmer’s office at Odanah, up*o and including November 25th, 1915.Each Indian of suitable age and havingthe proper qualification* will be premitted to select his own alllottment subject to prior selections. Indians who are unable to make their selections in person should give some person, they have confidence written authority to make the selections for the*. Selections for minors should be made by the parents, if living, but if the applicants are orphants, I am instructed to make the selection for them, cooperating with the Superintendent. If any Indian has acquired equitable rights to a specific tract through prior occupancy, the erection of improvements, or otherwise, such right*will be recognized to the fullest possible extent. Conflicting claims to the same tract will be investigated to asertain which •elector is most entitled to the tract.Under the existing laws each Indian on the approved roll is entitled to SO acres ofland, exclusive of the merchantable timber there-on. There are 545 Indians on the approved roll, and the total area available for allottment is only 32,897.22 acres. There is therefore, not sufficient land to allot each Indian 80 acres, and it is necessary to make a pro-rata division of the avail-■ •able land. The area of each allottmcnt will be reduced accordingly, making the average area 58.52 acres instead of 80 acres, but it may range anywhere from 50 to 60 acres, according to circumstances.The merchantable timber on all of the allotments is to be sold and the proceeds distributed per capta among the allottees, but the timber cannot be sold until after the aliottment?are completed and the allotment schedule ■-approved# - It ' i;f desired in the interest of the allottees, to complete the allottment work at the earliest pareticable date. Filings of selections should be made at as early a date as possible, in order that the work may not be Relayed. If selections are not filed by November 25th, 1915, it may be necessary for me to make the selections, cooperating with the Super-iatendent,vand make arbitrary allottment* to such Indians as have not made tlieir selections by that date, in order to’ promptly complete the work.I wish te expedite the allottment work as much as possible, and at the same time give every allottee a square deal.
