I.. Harding, in a proclamation mnde public to-day. decree* that English must le the only medium of instruction in public and private schools in Iowa during the war and strongly recommends that it lie the only language used publicly.While it is declared the elimination of the German language is sought primarily, the proclamation refers broadly to all foreign languages whose u«e. it (aiints out. has caused controversy in parts of this state.The governor declare* that freedom of speech is guaranteed by federal and state constitutions, but this is not a guaranty of the right to use a language other than the language of this country the English language.“Each person is guaranteed freedom to worship God according to the dictate* of his own conscience, but this guaranty does not protect him in the use of a foreign language when he ran as well express his thoughts in English.” the pnsdamation states.Four rule* that should obtain in Iowa during the war.” are laid down in the proclamation, as follows:First—English should and must be the only medium of instruction in public, private, denominational or other similar schools. ,Second—Conversation in public places, on trains and over the telephone should lie in the English language.Third All public addresses should he in the English language.Fourth—la-t those who cannot speak or understand the English language conduct their religious worship in their homes.This course, carried out in the spirit of patriotism. the governor .kvlares. though inconvenient to some, will not interfere with their guaranteed constitutional rights, and will result in peuc* and trampolity at home and greatly strengthen the country in battle.”The governor urges that where disagreements arise through suspicious acts or conversation, those in official authority should adjust the matter, rather than have voluntary or self constituted committee* or associations undertaking their settlement. as the lat ter. inat.ud of promoting pence and harmony, arc a menace to society and a fruitful cause of violence.The proclamation was issued after considerable consultation with the mcin-ten of the state council of national do fente.
