Explanation of the AhfraB of the Act relating to theCopper Coin.SOME per fans having miftaken the abftraft givei in the papers of the late Aft on the Copper Coin, which fays, lt;c Any perfon taking, receiving, paying, or putting oft* any counterfeit copper money, fhall be adjudged guilty of feiony,,r we fhall give our Readers the claufe from the faid Aft* which is a$ follows :“ And be it enafted *by the authority aforefaid, That if any perfon or perlbns fhall, from and after the faid 24th day of June, 1771, buy, fell, take, receive, pay, or put off, any counterfeit copper | money, not melted down, or cut in pieces., at orfor a lower rate or 'value than' the fatne^ .-by its denomination, doth or fhall import, or was counterfeited for, every fuch perfon or perfons fhaJl be adjudged guilty of felony.”From this claufe it appears, that any perfon inadvertently taking any counterfeit copper coin, and paying it away again, or offering it again in payment, is no way afFcfted by the faid claufe, but anly thofe who purchafe fuch bafe coin at a lower rate or value than the fame, wlich rauft be done with z wilful intent to defraud; for, as according to the old adage, “ if there was no receiver there would be no thief,’* fo, if there were no pur-chafers there would be no coiners; and the Aft, by this means, effeftually puts a iiop to the original caufe of this evil.
