A Girl Graduate Before the Houseof Lords.Miss Chrystal Macmillan, a Scotch girl, recently appeared before the bar of the house of lords as an advocate. The distinction was unique. She appeared to urge the right of woman graduates at the Scottish universitiesto vote for the election of university representatives in parliament. Much of the argument turned on the meaning of the word “person.” Acts passed j in 1868 and 1881 gave the franchise to all “persons,” other than those subject to legal incapacity, upon whom one of the four Scotch universities had conferred a degree. All other franchise laws have referred expressly to men” or “male persons.” Mrs. Macmillan and the Scottish ladles associated with her sought to prove that woman is a “person” within the meauing of the act and that the phrase “legal incapacity” could justify no sex disqualifies* tion.
