Heal, was short in his accounts. Heal was elected to office the second term in August of last year. Since his first entry into, office ho has been a heavy speculator in oil. In the first days of this month charges of fraud were preferred against him by his associates in the oil business, and since that time his bondsmen have been looking over his accounts. The result was reached as stated above, and Heal filed a mortgage on his property in the amount of £11,01)0 to cover the shortage in his accounts.Prominent capitalists uro on his bond and the shortage will bo made good by them There is talk of criminal proceedings for charges of fraud in hisdealings with the different mem bers of the oil companies. Heal !attempted to get the commissioners to allow a claim for a $6,000 fee for delinquent tax collections, but the commissioners refused to allow the bill. It is supposed that Heal banked on the fees he would receive from his office, but the fee and salary law knocked them out.
