However, in a vast country I' like this, it is impossible that the people act on everything, but in the adoption and execution of laws they must act through representatives, empowered thereto by the Constitution or by-laws passed pursnant to that Constitution.“Now in the subject of War, the framers of the Constitution left the power declaring war in the hands of Congress.People Not Consulted.“Congress has taken it upon itself to declare war, and there is at present no appeal from its decision. True, we find’ourselves engaged in a war which would never have been declared if the common people had had a voice in it. What is our remedy? To look to the future, urge an amendment to the federal Constitution providing for a referendum to the people on the question of War and to indicate such choice, and do so emphatically at the ballot box. The father and mother who must give up theiT boy, the husband who must say farewell, perhaps forever, to his wife and children, should not they have something to say on this question, a matter of life and death?
