Strap use in Halton schools limited and declining

Emerson Lavender, director of education, said the policy dates from April 1969 and relies on praise and reproof to control behavior. It is backed by the Criminal Code and Education Act allowing last resort force by responsible adults. The principal decides when to use the strap, considering personality, age, sex, and circumstances, with a witness present. Records note date place victim and purpose. Use is limited to certain schools and ages, typically not in secondary or youngest students.
