Reforms urged for inveterate offenders in prisons

A letter to the Times from William Tallack of the Howard Association urges the Home Office to reform the treatment of inveterate misdemeanants. He cites repeated committals at Liverpool Borough Gaol, calls for gradual sentence cumulation, expanded prison visitation by trained women, and stronger license controls to curb drunkenness.
