Chicago May 10 Judge Kohlsaat of the United States circuit court ruled the $2 per car terminal charge on livestock entering Chicago from the west unreasonably high and granted an injunction restraining collection. The decision follows Interstate Commerce Commission rulings and gives the railroads 80 days to answer or appeal.
Spokane May 10 the charge against Deputy Inland Revenue Collector W S Jones of Rossland B C for embezzling government funds has been withdrawn. Jones is in Spokane under care of Dave ONeil and will return to Rossland as a free man. He admitted a spree spent 1242 but no embezzlement occurred.
Seattle May 10 Two rate changes on immigrant passage have gone into effect. German Hamburg to New York steamships raise prepaid steerage to 34 dollars on twin-screw liners and 8.50 for express steamers. Northern lines cut homeseeker rates by 1.50, making Atlantic Coast to Seattle second class 51.50 from New York and 50 from Montreal and Quebec.
Spokane reports a new Northern Pacific time card is ready and will be released soon. The exact changes and reasons are unclear though the current double daily service satisfies customers. General Agent Hill had not been informed and expected any change to be minor.
May 10 Hogansburg NY reports that leaders of the St. Regis riot plan to surrender to federal authorities. Observers say the rioters realize resisting law is futile and that government funds may cover the costs of continued opposition.
A private letter from Alaska reports another cold spell. Lake Bennett registered 10 degrees above zero on May 3 delaying navigation opening by at least a week.

Walla Walla Washington May 10 W B Gooding a railroad man and former Minneapolis Times employee shot himself in the head and died. He arrived Thursday to take a traveling freight agent post with the Washington and Columbia River Railroad but illness and drink left him unable to work. He left letters for the coroner and General Manager McCabe of the railroad explaining the act and requesting no inquest. He leaves a wife and three children in Minneapolis and a brother there. The body will be shipped to Minneapolis for interment.
A letter from Apia dated April 20 reports rebels under Mataafa looted Chief Justice Chambers of Samoa on April 6. He lost about 10000 dollars in property during the turmoil in Samoa.
In Brooklyn Magistrate Brenner issued a warrant for Mrs. Marie Miller after Mrs. Bernard Schneider testified the healer treated Schneider's 12 year old daughter with salve and a herbal tea seeking a faith cure. The family paid 241 for the treatment and doctors were not allowed to attend.
New York reports a surge of Italian laborers crossing to the United States in a seven day period. By May 10 as many as 4,152 Italians had landed with 2,955 from all other nationalities. Officials expect about 21,000 immigrants in the week ending next Saturday, with Italians comprising around 4,000 of them.
