Crandall The Bird tail River School Division No. 38 and The Birdtail River Teachers Association failed to finalize a new collective agreement for 1978. Arbitration requested after a tentative accord on most items except back pay interest. Board offers include 6 percent raises to salary scale and administration allowance plus substitute rate from 24 to 30 daily. Fifteen items referred to arbitration. no hearing date set.
