WASHINGTON NEWS AND GOSSIP.The Navy Promotion* —With maoh labor and oare on oar part we have prooared, oom* piled, and verified a oomplete list of the pro* motion* in the Nary made as a consequence of carrying into effect the law for creating a retired list in the service, and from other causes recently operating, (deaths, Ao ,) whioh have been ordered at the same time with the promotions from the oaose first above mentioned.
