Garrard Objected to Bloom.When the report of the examining board was returned to CoL Garrard, hes approved the findings and made the following indorsement on the record:“The applicant is the son of Joseph A. Bloom, of Jewish persuasion, who is now and has been for a number of years a tailor at Port Myer. His associations, as far as I know, and those of Ms family with the enlisted men and tht'ir families have been rcspectable-The vvonus man is undoubtedly honest and upright, ambitious, and -probably deserving, but for the reasons stated I would not desire him in my command as an officer and social and personal associate/' *The young man and his father obtained the examination report with this indorsement on it, azld forwarded the Bara© to Simon Wolf, of this city, who laid the j matter before 'President Taft. President; Taft ordered an investigation -by the War Department, and on June 5, 1911,# issued an order for the public reprimanding of Col. Garrard for his Indorsement.Taft Resented Action.In a letter to the Secretary of War, dated June 5f 1911, President Taft said: “The statements made by Col. Garrard are not. true with reference to fhe standing that Jews have In this country, and I resent, as commander-in-chief of the army and navy, that any officer of either should permit himself in an otpcial document to give evidence of such unfounded and narrow-minded race prejudice as that contained in this dofcu-inent/'At the same lime a statement was issued from the White House concerning the reprimand. That statement read:“The President directs the Secretary of War to inform Col. Garrard that his attitude in this matter is strongly disapproved, and contrary to the ideals and principles of this country. Col.
