Bloom to Be Examined.Tb© aftermath of the charges and countercharges which have followed thepublication of the recommendation of Col Garrard, that Bloom be denied a commission In the army because of his heln# a Jaw, oam* yesterday, wlwi t+t— P Secretary of War directed that Bloom ne allowed to take an examination for his commission in September The order of the Secretary of War, made at the instance of the President, directly overrules the note of Col. Garrard. Bloom, who Is a private In Battery K, of tne Third artillery, and who Is now Btation-©d cm the Mexican frontier, will take the examination, and fully expects to become an officer, according to the btatement of his fatherSimon Wolf laat night denied any knowledge as to how the papers in the c^se were obtained by Mrs Bloom, or as to how she knew that Col. Garrard had adversely indorsed the papers He declared that he knew nothing of the case until Mrs Bloom came to him. bearing the papers, and asked him to take the matter up with the officials of the War Department and with the President.
