The article explains that a person who regularly takes a periodical from the Post Office becomes a subscriber and owes payment to the publisher until all arrears are paid. It notes that merely refusing delivery or asking the postmaster to stop does not end liability.

The Roman Catholic Church announces Solemn High Mass and instruction on the 2nd and 4th Sundays each month at 10.30. Evening services on the 1st 2nd and 4th Sundays at 7.30 include prayer, sermon, and benediction. Rev K Therien, Priest.
The Medicine Hat Agricultural Society met in the Reading Room with President Walton presiding. Officers and directors were elected for the year 1891, including E Walton as president and L B Cochran as 1st Vice President. The board approved minutes, reports, and a land purchase from the C P R Co. with a seven year payment plan, plus contract awards for corrals and details of prize spending and audited treasurer accounts. The annual fair was set for Medicine Hat on the society grounds.

Mr J C Pope chief license inspector issues notice to mail applications with 10 dollars to Regina by February 20 to F W G Haultain Esquire Northwest Government Office Regina Asia. Petition recommendation affidavits bond and treasurer's receipt must be sent with 210 dollars to reach Regina by March 1 and addressed as above. Boards of Commissioners sit in April on a date to be fixed to consider applications and protests. Copies of the Liquor License Ordinance available for 25 cents each.

The vestry of St Barnabas church adopts a price schedule for the Reading Room. Travelling entertainments cost 15 dollars, local entertainments 8 in winter and 7 in summer, and local afternoon meetings 4 in winter and 3 in summer.
Cayleys license bill becomes law with amendments. Applications start now but licenses will be issued from May 1. Territory division includes nine districts four in Assiniboia three in Alberta two in Saskatchewan. Assiniboia splits into Medicine Hat Regina Moosejaw districts and North and South Regina. Eastern Assiniboia to be divided into two districts. Medicine Hat district will have one inspector.
