Soviet Luna 18 enters lunar orbit about 60 miles above the surface and prepares for a soft touchdown. The mission, launched last Thursday, may deploy a new remote moon buggy or refine soil sampling, following Luna 16 and Luna 17 milestones.

Debate over Bill C 262 to subsidize up to two thirds of the U.S. import surtax occupied the Commons. The plan would spend 80 million dollars on subsidies for Canadian exporters harmed by the 10 percent U.S. surtax and 300 thousand dollars for a seven man board to administer the program. Eligible plants exporting at least a fifth of production to the U.S. could receive up to two thirds of the surtax. The measure aims to offset U.S. tariff losses and protect industry while ministers consider further steps and a broader international currency agreement.
Prime Minister Trudeau refused to guarantee time for a special abortion debate this session. He said such a debate would occur only if other business is finished quickly. Grace MacInnis pressed the issue, noting past promises.
Premier W A C Bennett announced a six percent wage subsidy to create new jobs for welfare recipients in British Columbia.
