In Chicago on September 5, 12,250,000 railroad workers authorized a general strike after mediation talks failed. The National Railway Mediation Board said arbitration was rejected and the issue goes to President Roosevelt to appoint an emergency fact finding board. No strike can start for at least 30 days after the board reports.
