Canadian dollar slips below 73 cents U.S.
The Canadian dollar fell 29-100 of a cent to 72.96 cents U.S. in early trading, its first dip below 73 cents since mid June, after the collapse of the Canadian Commercial Bank and broad U.S. currency strength. Regina announces loan guarantees for 35 percent of debt financing for a 650 million heavy oil upgrader, with a federal cabinet approval hoped for by October and an 80-20 debt equity ratio. Saskatchewan will contribute 15 percent of equity and Consumers' Cooperative Refinery five percent.
