Ottawa reports Health Minister John Munro plans talks with cigarette manufacturers advertisers and tobacco growers to determine feasibility of January first as the implementation date for bill C 248. All groups oppose an immediate ban and urge alterations if the bill passes.
Britain reduced its bank rate from six to five percent to spur domestic investment and deter foreign hot money while unemployment remained high. The move follows the previous six percent level since April 1.
More than 60 countries will meet in Montreal from Sept. 8 to 23 under ICAO to craft an international convention condemning interference with civil aviation. The conference will focus on punishing saboteurs and building on the June 1970 Montreal Declaration urging suppression of acts endangering air transport.
The four power Berlin agreement signing, set for today, is postponed due to US Ambassador Kenneth Rush being ordered to bed by a doctor. Rush was to sign for the United States as Allied negotiators work to resolve discrepancies between West’s English text and East’s Russian version.
Three explosions in downtown Belfast injure at least 30 as police and troops sweep for more devices. The blasts target government offices and a Unionist party HQ amid IRA linked threats, with ambulances rushing victims and authorities fearing a broad terror campaign.
Ottawa plans a long fall session focusing on income tax reform after addressing emergency measures against the U.S. surtax on imports. Prime Minister Trudeau aims for quick opposition approval and expects to exempt millions from income tax by Jan 1, 1972. Legislation may span two to three months, with tax reform the priority before prorogation and a 1972 election.
Joe Cahill head of the Irish Republican Army provisional wing in Northern Ireland, was detained after his visa was cancelled upon arrival at Kennedy Airport. He faced a brief immigration hearing in Manhattan as his four week U S tour to raise money for guns and ammunition was halted. His attorney sought postponement to prepare the case. Cahill was told he had no visa and had been convicted of murder in 1942, with a seven year sentence later reduced. Immigration officials gave no stated reason for the exclusion. He remains detained pending the full hearing with access to a phone but no press or visitors. The British embassysaid extradition would not be sought as he is not charged under British law. Cahill arrived on an Irish Airlines flight from Dublin and was to hold a news conference.
A government press officer described the FLQ coordinator behind last October's kidnap crisis as a well known Quebecer. The reporter group was told not to publish the name for safety reasons. The person is said to reside on the St Lawrence south shore near Montreal and was not apprehended during the crisis.
