Allan Noyes, 32, of Sedro Woolley, was blinded in one eye when a three‑pound rock smashed into his windshield during the Shell refinery strike in Anacortes. He was found under his car after walking out with other striking workers. No evidence linked the lead pipe or blackjack to the incident.
